ELSA's past highlights and accomplishments JUNE 2002 Award for the Chair of ELSA, Edwin J. Farr. The United Kingdom's Jubilee Birthday Honours conferred by the Queen were announced on Saturday 15 June 2002. Edwin J. Farr, Chairperson of ELSA, received the award of Member of the Order of the British Empire (M.B.E) for services to the British Stammering Association and the European League of Stuttering Associations. The Order of the British Empire was created in 1917 by King George V. The King wished to have a new award of honour which could be more widely awarded in recognition of the large numbers of people who have given service to the country.
